Once-warring actors unions finally merge

(AP) ? The nation's two actors unions have merged, nearly a decade after their last attempt, bringing an end to years of conflict that had given Hollywood studios the advantage in labor negotiations.

The American Federation of Television and Radio Artists, the smaller of the two, had tried to merge with the Screen Actors Guild in 1998 and 2003.

Among AFTRA members, 86 percent approved the merger, while 82 percent of SAG members voted in favor.

"In a single day, our future has become brighter," said Ken Howard. The merger made him co-president of the new union, called SAG-AFTRA.

Roberta Reardon, the other co-president, echoed those remarks. "Finally, we are able to speak with one truly unified voice."

The decision to negotiate the prime-time TV and movie contracts separately in 2008 and 2009 caused a rift that allowed the studios to play the unions off each other. That strategic mistake led SAG members to bring in new leaders, who made merging a top priority.

Reardon, who led AFTRA to sign its contract a year earlier than SAG in that round of talks, said Friday's outcome was the best possible from a difficult time.

"We managed to make lemonade out of lemons," she said.

The combined union now has more than 150,000 members. SAG had about 125,000, while AFTRA had about 70,000. About 45,000 actors belonged to both unions and paid dues to both.

In materials supporting the merger, the unions said basic dues would go down for dual card-holders by 20 percent, while they would rise for actors who belonged to just one of the unions.

The combined union aims to keep revenue about $100 million the first year but expects to see savings in subsequent years.

SAG, founded in 1933, and AFTRA, which got its start in 1937 as a radio union, were created to handle different media. SAG was the union for motion picture work, while AFTRA handled radio and both covered work in TV. Those distinctions eventually blurred and they became even less important with the rise of cable TV and then the Internet.

Together, the unions can negotiate with Hollywood studios from a position of greater strength. One area of focus is shows that air on pay-TV networks, which are employing increasing numbers of actors in scripted projects, such as "Mad Men" on AMC.

A handful of networks continue to hire non-union talent, including ESPN, CNN, MSNBC, Fox News, Fox Sports and Discovery, and the unions are looking to organize those performers.

The unions expect to exercise their joint heft in negotiations on a commercials contract that expires in October. The next prime-time TV and movie contract is up in 2014.

The merger also makes the unions financially stronger. SAG-AFTRA aims to build a reserve fund to enable members to strike for six months if necessary.

The studios' bargaining arm, the Alliance of Motion Picture and Television Producers, which exploited the groups' rift several years ago, acknowledged the merger in a statement.

"The AMPTP looks forward to a cooperative relationship with the new performers' organization as we endeavor to address the challenges of operating in an industry undergoing transformation," it said.

Elder Care Maybe One Of Your Best Options ? World Masters Games

Nanny services saint louis park

Most people become rather limited as they get older and require help to get through the day. ?They may have a hard time getting out of the bathtub or cooking their own meals. ?Seniors in the past would likely be taken to a nursing facility instead of being allowed to live in their own home.

There is no need for that nowadays thanks to the rise of elder care. ?To get the assistance that they need on a daily basis, they could have a professional come in and help them get through the day. ?This can include doing things such as washing dishes, other light housekeeping tasks, or even providing companionship.

As our bodies grow older, it starts to break down becoming susceptible to various problems and diseases. ?It can be quite difficult to make it through the day if you have to deal with severe arthritis. ?Another common problem for elderly people is Alzheimer?s disease which can really make it difficult for them to live on their own.

If your loved one needs assistance, then elder care is a great option. ?Your loved one may simply need someone to keep them company during the day or someone to drive them to their appointments. ?It is not always convenient for family members to handle all of these tasks since they will have their jobs and own family to worry about.

It is also important for family members to ensure that their loved ones are being cared for properly. ?It may not always be a good idea to simply stick them in a nursing home somewhere. ?Compared to nursing homes, elder care in home offers much higher quality of care.

News stories in the past have shown how badly some people can be treated in nursing homes. ?This doesn?t mean that all of them are bad though. ?You will definitely want to choose a location that has properly trained staff. ?Don?t choose a location that has a high patient to nurse ratio. ?Nursing homes can?t offer the 1:1 ratio that elder care can though.

Every senior?s needs aren?t the same. ?Since everyone?s needs are the same, elder care would usually be the better option. ?A professional could be brought in to provide your loved one?s needs no matter what they may be.

It can be quite costly to have your loved one live in a nursing facility. ?Nursing homes certainly are more expensive in most cases. ?It may make more financial sense for you to look into your elder care options if you don?t have the money to pay for a facility. Doc No. 34Sdlhgsdl -sds

Building Your Credit Score: Are Credit Cards Your Best Option?

This post is by staff writer Tim Sullivan.

I recently had dinner with my friend and fellow 20-something, Gwynn. When the check came, I put down plastic; she put down cash. The following conversation followed:

Gwynn: Would it be easier to just take the cash and put it all on your card?
Me: No, I?ll just have him split it. I tend to do this awesome thing where I take the cash, thinking I?ll get the miles, and then spend the cash on whatever. When the bill comes a month later, I?m wondering why I spent $50 on dinner for myself.
Gwynn: I just don?t trust those things.
Me: Credit cards?
Gwynn: Yeah, never had one, never will.

Gwynn and I kept talking and not only has she never had a credit card, but?

  • The only school loan she took out for school was directly from her father.
  • She?s never had a car payment.
  • She?s never had a mortgage.

Gwynn has never taken out any loan whatsoever.

Do you know your score?
Gwynn has worked at the same non-profit since graduating college and saves with every paycheck. When a big purchase comes up, whether it be a plane ticket or a vacation, she saves and pays out-of-pocket. For her lifestyle, it works great. That said, after our conversation, I got curious about her credit score, and Gwynn said had no idea what it was or really what a credit score is at all. According to the 2011 Financial Literacy Survey by National Foundation for Credit Counseling, two in three adults haven?t checked their credit score in the past 12 months, and one in three have no clue what their score is.

I?ve had a credit card for years now and find it helpful in pursuing my longer term goals. By that I mean, I?m young, but I still want to own a house one day. Although length of credit history is only 15% of my credit score, or FICO score (as it was created by the Fair Isaac Corporation), I still consider my credit card to be my number one way of building a solid credit line, and perhaps more importantly, establishing good credit habits for the future.

Quick overview of credit scores and home mortgages

Let?s review the anatomy of a credit score. There are a few categories that determine your final number. All you Gwynns out there, lend a quick ear?

A FICO score serves as a quick reference guide for lenders to determine the risk level for them to give money. It?s a number between 300-850, the higher the better.

Lenders take your credit score and a few other pieces of information into consideration, such as age and salary, and make a decision about how your loan will play out. In short, a high score will be less risk, therefore a lower APR and less overall cost to the borrower.

Here?s a chart comparing APRs and total cost for a 30-year fixed mortgage on a $500,000 house:

Credit Score APR Including interest, your house will cost?
760-850 (best) 4.014% $860,760
700-759 4.236% $884,160
680-699 4.413% $902,880
660-679 4.627% $925,560
640-659 5.057% $974,880
620-639 (worst) 5.603% $1,003,560

Source: myfico.com

What I get from this is that by keeping a good solid line of credit from now until the purchase date of my home (whenever that may be), I will lower my monthly mortgage payment almost $500 a month and end up saving myself near $150,000 in the long run.

What are Gwynn?s options?
Building a solid credit score with my card is working for me. I know my habits, like how I shouldn?t take cash from friends at a restaurant to get the miles on my card.

But if Gwynn wants to start paying more attention to her FICO score, what are her alternatives to credit cards? I called Gwynn and asked her if she had looked up her score with myFICO since we talked. She had, and found that she had no credit record at all, making her one of the 22 million Americans who doesn?t, according to Craig Watts, public relations director at FICO (he adds that another 30 million have very thin files.).

Gwynn says her cardless system is working for her now, but she still wants to build her credit. What are her options?

  • According to the FICO website, she can take out a small personal loan from her bank. She already has established a good relationship over the years and should be able to get a small personal loan. When she pays it off quickly, her credit record will start to thicken. Yes, it will affect her score and doesn?t involve a credit card, but this seems like debt for debt?s sake. This isn?t what I would chose to build my score from the ground up.
  • Again, according to FICO, a very low-risk solution is to start a secured credit card. A secured credit card involves putting down a given amount of money as collateral ($200 on the low end), and your line of credit is equal to the initial money down. There?s a great article on it here that includes suggestions on specific cards with low annual fees.

A third option? Get a credit card and use it only for automated expenses. Yes, this option involves opening a credit card, but she could only use it to automate a few payments. In about an hour, Gwynn could set up her card to automatically pay off her utilities, cable, and Netflix (or whatever else), and then automate a payment from her checking account to pay off her credit card in full. She?ll get e-mails before transactions go through telling her everything is working like clockwork.

She can put her card in an ice cream carton filled with water and stick it in the freezer if she wants. She can give it to her father and say, ?never ever give this to me ever.? She won?t have access to the numbers, but will still be building credit.

An alternative to the credit card alternatives?
There is a philosophy growing in popularity that having no FICO score is just fine, that everything should be paid without using credit, including a house. There are alternatives to a traditional mortgage loan, such as a bank doing manual underwriting. There are a few forums that discuss pros and cons, such as this one here.

I can understand the philosophy that all purchases, including very large ones like houses and cars, should be made with cash. As with all things personal finance, you have to do what works for you, just as Gwynn does what works for her. I, on the other hand, like how credit cards are improving my credit-worthiness. Cash-only is one option, but I?m not ready to close any doors yet.

There have been some great articles on Get Rich Slowly representing a lot of different credit card viewpoints. Here are a few of my favorites:

What are ways you recommend taking a credit score from zero to hero? Do you think of your credit score as a friend, a necessary evil, or something you can live without?

Department of Commerce and NTIA suggest spectrum sharing for government and commercial services

Spectrum
In 2010 President Obama stated, in no uncertain terms, that our country's competitive edge and technological leadership were conditional on our ability to open up broad swaths of spectrum for commercial and governmental use. Two years later, we've made progress, but our wireless providers are still struggling to keep up as our demand for cellular broadband skyrockets -- even spectrum hog Verizon claims to be gasping for air. The Commerce Department and US National Telecommunications and Information Administration are suggesting a new approach to opening up the airwaves to carriers that doesn't involve the wholesale abandonment of radiowave real estate by its current residents. The NTIA thinks there is room for both federal agencies and companies in the 95MHz between 1755 and 1850MHz. This would open up the prime spectrum to commercial use, but would also save the time and money normally needed to relocate existing government services which, in this case, includes military communications and missile guidance systems. In typical bureaucratic fashion, more study will be needed before a formal recommendation can be made to the FCC. But, there's plenty more detail to be had in the meantime -- just check out the PR after the break and the full report at the source link.

Robots may soon outrun us, even in the woods

11 hrs.

For now, when a weaponless bi-pedal robot is chasing you down the street, escape is as easy as veering off into the woods, a construction site or some other uneven landscape where most bots are ill-equipped to maneuver quickly.?

Those days, however, are coming to an end.

For better or worse, researchers with San Francisco-based?Meka Robotics?and the?University of Texas at Austin?are working on a bi-pedal robot named Hume that they hope will one day run with the same ease as humans across any kind of landscape.

Technically, the running skill that researchers hope to program into Hume is called human-centered hyper-agility.?IEEE explains:?

"Like humans, Hume will rely on minimal perception: when we run, we're not staring at the ground for every step, but rather adapting passively to small terrain variations without having to devote a lot of brain power to not falling on our faces."

The team is aware that?Boston Dynamics' four-footed Petman robot?built with funding from DARPA already has this skill, but?note in a paper?that that robot's "detailed architecture is uncertain to us."

Petman undoubtedly will find use hauling gear for soldiers. The team working on Hume expect their technology will also have a "direct impact in design of human assistive devices for all terrains and the next generation semi-autonomous robot."

While this development seems like good news in the ongoing effort to improve our ability to catch enemies, robots that run as well as or better than humans could be a daunting prospect if they ever turn against us.

politico kattie: Real-time Raman spectroscopy for in vivo skin cancer ...

Abstract

Raman spectroscopy is a non-invasive optical technique capable of measuring vibrational modes of biomolecules within viable tissues. In this study, we evaluated the application of an integrated real-time system of Raman spectroscopy for in vivo skin cancer diagnosis. Benign and malignant skin lesions (n=518) from 453 patients were measured within one second, including melanomas, basal cell carcinomas, squamous cell carcinomas, actinic keratoses, atypical nevi, melanocytic nevi, blue nevi and seborrheic keratoses. Lesion classification was made using principal component with general discriminant analysis and partial least squares, in three distinct discrimination tasks: skin cancers and precancers from benign skin lesions (ROC=0.879); melanomas from non-melanoma pigmented lesions (ROC=0.823); and melanomas from seborrheic keratoses (ROC=0.898). For sensitivities between 95- 99%, the specificities ranged between 15-54%. Our findings establish that real-time Raman spectroscopy can be used distinguish malignant from benign skin lesions with good diagnostic accuracy comparable to clinical examination and other optical-based methods.

The New Perimeter Initiative: Will Security Trump Trade? ? The ...

The Canada-United States Law Institute at Case Western Reserve University School of Law and The University of Western Ontario Faculty of Law presents the 2012 Henry T. King, Jr. Annual Conference in Cleveland, Ohio at the CWRU School of Law on March 22 and 23. Conference attendees ?will analyze the ongoing border negotiations of the Beyond the Border Working Group and Regulatory Cooperation Council and their implications for business, security, and trade.? ?Ambassador Gary Doer, U.S. Ambassador to Canada David Jacobson, U.S. Ambassador to Canada David Jacobson, and Rear Admiral Michael N. Parks are scheduled as keynote speakers. Topical sessions will discuss threat detection by law enforcement, harmonization of employment regulations, trade and jobs, and cybersecurity.

The Canada-United States law Institute had been publishing proceedings of its annual conferences since 1978, available in print and via HeinOnline. The conference traditionally features a mix of academics, business people, and government officials.

Morning Panel 1: Managing the Perimeter: Joint Law Enforcement &
Detecting Threats Early: Chaired by David Crane, Toronto Star

Anne McLellan, PC, QC (Bennett Jones), Theresa Brown (Sentinel HS), and Andrew Sugimoto (U.S. Coast Guard)

?

Joint law enforcement operations build on past, evolving, and continuing cooperative efforts between Canada and the United States. Personnel enforce their own country?s laws, not the other country?s laws. An emphasis on criminal enforcement, rather than anti-terrorism may be helpful.

The first lesson learned from the post-9/11 era (Strategic Prosperity Framework) is the need to align goals, based on a joint threat assessment and an acknowledgement of varying priorities (security vs. commerce) and constitutional frameworks. The second lesson is the need for a specific action plan. The third lesson is to put the right people in charge, with enough authority to avoid the need for continuous internal negotiations. Consistent oversight by government bodies, continued goodwill among the officials, and political staying power are also required.

Successes include the Shiprider program, 96-hour notice for merchant vessels, a joint crew manifest oversight program, and joint training programs. The Coast Guard and Transport Canada are working together to address regulatory gaps, overlays, and redundancy. Three Maritime Operations Centers share information jointly, while respecting constitutional and privacy concerns. Past examples of cooperation include NORAD, Search and Rescue, and environmental and emergency response programs. Areas for improvement include information law, possible harmonization of two distinct identity cards, multi-modal screening, and programs that give commerce more predictability without sacrificing security.

Muscle Building Secrets The Pros Don't Want You To Know ...

It?s essential to warm up your muscles before diving into your workout routine. You can easily get blood flowing and prepare your body for your workout session by warming up. Taking just a few minutes to warm up can save you weeks of recuperation from injury.

Take good care to eat a healthy diet, that includes healthy fats, if you want to build muscle. These types of fats will actually lubricate your joints, as well as raise the amount of testosterone in your body. This could mean having healthy muscle gain all throughout your body. The key is to steer clear of saturated fats, because they are not good for your heart.

Try going for a farmer?s walk! Walk as far as you can while holding medium weight dumbbells down at your sides. Maintain tense abs and use a lengthy stride. Once you have reached a point where you can not walk anymore, take a small ninety second break, then start your walking again. Repeat this activity a few times every day.

Pre-exhaust is one method used to help you with muscles that might not quite be strong enough. As an example, you may find that your bicep muscles fatigue earlier than your lats when doing rows. When you complete isolation exercises you help fix this, do things like straight-arm pulldowns which don?t necessarily concentrate on your biceps to complete. Your lats will then be pre-exhausted, but when you do your rows, your biceps should not limit you anymore.

Get rid of alcohol from your system and lifestyle if you are really trying to build muscles. You should put extreme limits on your intake or cut it completely. The occasional glass of wine will not ruin your plan, but focus on moderation. Alcohol, is not only unhealthy for you, it also affects your muscle building ability.

Don?t neglect carbs when trying to build muscle. Carbs give your body the fuel it needs to do the exercise you have to do every day. People who engage in intensive daily workouts should eat 2 to 3 grams of carbohydrates per pound of weight. For example, if you weight 180 pounds, you need to eat 360 to 540 grams of carbohydrates a day.

Do not work out for more than an hour. If your body is engaged for more than sixty minutes, then it will start to release cortisol. Cortisol may block testosterone, wasting effort you put toward building your muscle. For best results, keep your workouts under sixty minutes so that you don?t produce excessive amounts of cortisol.

As you now know, meeting your goals depends upon your willingness to listen to your body?s needs. The small amount of time it takes to educate yourself on how to build muscle will be repaid by the reduction in time it takes to meet your goals. This advice was given so that you can reach your goals.

Researchers solve Darwin's puzzle

It is a clever trick if you can pull it off - mimic another, more dangerous animal and so avoid being eaten.

Many insects try it, but it has been a long standing puzzle why some of the worst mimics in Nature can still seem to escape becoming a meal.

Now, Canadian scientists tell Nature journal they can answer that one.

Larger animals, they say, make for more substantial meals, and so their mimicry needs to be spot on. For small prey, a great performance is not so essential.

"Mimicry of harmless species pretending to be dangerous ones in order to avoid being eaten is one of the best celebrated examples of the outcome of evolution by natural selection," says Professor Tom Sherratt, of Carleton University in Ottawa, who led the research.

"Good examples of mimicry are highlighted in biology text books, but many mimics are poor and their emergence remains something of a puzzle."

Mimicry is common among plants and animals.

Species of snakes, spiders and butterflies have all evolved to look like other species to ward off predators. But one of the great mysteries in biology is that most of this copy-cat behaviour is not very good, and bad impersonators seem just as abundant as the good ones.

A simplistic interpretation of Darwin's theory of natural selection would suggest that it would be better for all mimics to closely resemble the species they are trying to impersonate.

One explanation for why some might not achieve this is the "eye of the beholder" theory.

Darwinian discord

Listen to the sound of a wasp, followed by a hoverfly trying to sound like a wasp.

Darwinian selection would suggest that over time, hoverflies that sounded most like wasps would be preferentially selected until a species emerged that sounded very nearly, if not exactly, like the creature it was trying to impersonate.

In contrast, lineages that were poor mimics would all be eaten and die out.

The new Canadian research suggests why this hasn't happened.

This states that although the mimicking species aren't convincing to humans, they do fool their predators whose senses are quite different to ours.

Darwinian selection would suggest that over time the hoverflies that sounded most like wasps would be preferentially selected until a species emerged that sounded very nearly, if not exactly, like the creature it was trying to impersonate.

In contrast, the species that were poor mimics would all be eaten and die out.

The new Canadian research suggests why this hasn't happened.

Another theory is that poor mimics are an amalgamation of unappetising species and so, although they don't resemble any one of them to a predator, they do represent the worst possible combination.

To probe the conundrum further, researchers at Carleton University studied 81 different species of hoverfly, which to varying degrees mimic bees and wasps.

Hoverflies are harmless flies and yet many have evolved a resemblance to wasps and bees to avoid being eaten by birds.

Some species of hoverfly look very close to the bees and wasps they are supposed to resemble, and other species only bear a passing resemblance.

The team began by quantifying how close each species was to the bee or wasp it was trying to impersonate.

They did this by showing photographs to people and asking them to give each species a score out of 10.

The team then combined these results with an objective score obtained by comparing measurements of the body parts of each species and their bee or wasp counterpart to obtain an overall score for similarity.

The scientists found that the larger the hoverfly species, the closer it resembled the emulated wasp or bee. They also found that the smaller species were not very good mimics at all.

"If you are a small hoverfly then birds are not going to be very interested in you," Prof Sherratt explained.

"You are a relatively unprofitable meal and so the selection on mimicry is relatively weak.

"All you need to do is vaguely look like a wasp, and a bird will be sufficiently deterred to leave you alone because it's just not worth taking the risk if it turned you were a wasp because the benefit is that much smaller.

"But if you are a nice fat juicy hoverfly, you are a substantial meal to a bird, and in those cases you might experience even stronger selection to resemble something like a wasp or bee and therefore gain protection from predators."

Visible Citizens | Small World News

Afghans learning to tell their own stories in 2011

The recent hype and controversy around Invisible Children, and this post?by Sam Gregory of Witness has encouraged me to expand on my initial thoughts seen here?on Cartoon Movement. I hope this post can provide a bit of background on how Small World News came to its current incarnation, providing all manner of training and innovative support to journalists, activists, and citizen journalists, primarily in conflict areas.

It?s little known to those who first learned about Small World News in 2011, but Alive in was not chosen just as a catchphrase, but a core value. I first traveled to Iraq not to tell Iraqis stories *for* them, but to do my best to act as a window for the world onto the stories of Iraqis. While the traditional broadcast media reported to the world ?Live from Baghdad,? I wanted to make the point that there were plenty of individuals capable to report ?Alive in Baghdad.? I feel it is far more important to assist these? individuals, individuals who were neither voiceless, nor invisible, but primarily unheard and unseen, to be heard and be seen, telling their own stories.

I will not disagree with Invisible Children on the point that images which reflect our own experience are easier to identify with. But this also means you are making a choice not to challenge your audience to consider different characters or voices equally valuable to the images traditionally seen on television. I didn?t start Alive in Baghdad and Small World News only to advocate for people in conflict areas and underdeveloped countries. Small World News was started out of a genuine desire to make the world smaller, by enabling citizens most affected by conflict to tell their own stories. I will not be satisfied just enabling them to tell their stories to Americans and first world citizens, i want to ensure they are able to tell them to each other.

Alive in does not seek to advocate for one policy or position. Small World News started Alive in to advocate for the presence of citizens in the stories told about them. Alive in suggests that no matter how good the journalist or the storyteller, it is no longer acceptable to only have stories told about people. Visual journalism and video advocacy is too often something done by experts and ?humanitarians? to people or for people, not by people and with them.

Small World News exists on the notion that we want to change the course of media for the better. We want to ensure the existence of high quality, nuanced journalism into the 22nd century. The only way to do this is to ensure that those closest to the story have as much capacity and opportunity to tell their own story as the renowned, award-winning journalists currently telling their story to the world.

UN aims to press Syria, new clashes in Damascus

The UN Security Council was to weigh a draft statement on Tuesday warning Syria of "further measures" if it fails to cooperate with peace envoy Kofi Annan, as fresh violence struck Damascus.

Russian support for a daily humanitarian truce had raised hopes of a breakthrough at the Security Council but on Tuesday Moscow made it clear its support of any UN statement on Syria was conditional.

"We are ready to back the mission of UN and Arab League representative Kofi Annan and the proposals to the government and opposition to Syria," Foreign Minister Sergei Lavrov told reporters in Moscow.

But the council "should approve them not as an ultimatum."

And he stressed that the proposals Annan made to Syrian President Bashar al-Assad during their meetings in Damascus earlier this month had still not been published and needed to be put up for an open debate at the Security Council.

Lavrov's comments came ahead of a Security Council meeting later Tuesday to discuss the draft which urges Assad and the armed opposition to "implement fully and immediately" Annan's peace plan.

The Western-drafted statement, which France submitted on Monday, says the Security Council will "consider further measures" if nothing is done within seven days of any adoption.

UN chief Ban Ki-moon warned on Tuesday that: "We have no time to waste, no time to lose, because one minute, one hour of delay will mean more and more people dead."

Monitors say a crackdown by the regime on dissent since last March has cost more than 9,100 lives.

On the ground, fresh clashes broke out Tuesday between security forces and army deserters in Damascus, said local activist Abu Omar.

The Britain-based Syrian Observatory for Human Rights said gunfire was heard in the Qaboon and Barzeh districts.

At least three rebels and a member of the security forces were killed on Monday in clashes which rocked the capital's heavily-guarded Mazzeh neighbourhood, state television and monitors said,

The fighting came after twin suicide car bombings hit security buildings in Damascus at the weekend killing 27 people, according to the interior ministry.

Elsewhere, four civilians were killed on Tuesday as a rocket hit their home in Homs and three others -- a man, woman and their little girl -- in Rastan, both cities in central Syria, it said.

Annan's plan includes a halt to the year-long violence, humanitarian access, the release of detainees and withdrawal of security forces from protest cities.

Russia and China have since October twice used their powers as permanent members of the 15-nation council to veto resolutions on Syria. They said the resolutions were aimed at regime change and that they opposed any sanctions.

Before Lavrow's latest statement on the UN draft, the United States had welcomed what State Department spokeswoman Victoria Nuland termed "an evolution in the Russian public position" on the crisis in Syria.

Her comments followed a Russian foreign ministry statement after a meeting between Lavrov and International Committee of the Red Cross chief Jakob Kellenberger in Moscow on Monday which called for a daily humanitarian truce in Syria.

"The two parties call for the Syrian government and armed groups to immediately agree to a daily humanitarian truce to allow the ICRC access to the wounded and to civilians who need to be evacuated," the foreign ministry said.

Moscow also "underscored the need to allow the ICRC access to all detained persons in Syria following the protests" against Assad's regime.

Amid growing concern at the plight of civilians caught up in an increasingly-armed conflict, a technical mission sent by Annan arrived in Damascus at the weekend for talks on a monitoring operation to end the bloodshed.

Separately, technical experts from the UN and Organisation of Islamic Cooperation are taking part in a Syrian government-led mission to assess the impact of the crackdown on protest hubs battered by security forces.

The mission to 15 cities, on the UN's first such assignment in conflict-strewn Syria, was launched in the flashpoint city of Homs on Sunday.

Human Rights Watch warned on Tuesday meanwhile that the armed opposition was carrying out serious human rights abuses, including kidnapping, torture and execution of security force members and government supporters.

"The Syrian government's brutal tactics cannot justify abuses by armed opposition groups," said Sarah Leah Whitson, the New York-based organisation's Middle East director.

The rights group said it had documented cases of kidnappings, torture and executions by opposition groups, often with a sectarian motive.

While the revolt in Syria had started as a largely peaceful uprising, it had transformed into an armed insurgency, especially since early February, the rights watchdog said.

Video games and spiritual momentum

A Christian Science perspective.

By Jeff Ward-Bailey,?Staff Writer for the Christian Science Sentinel / March 19, 2012

Video games have been characterized at times as either mindless time wasters or as fuel for real-world violence. But I think the real story goes deeper than that.

I?ve spent a lot of time playing video games and thinking about how they can fit into a God-centered life. I?ve found myself praying a lot about balance. Video games are a fun way to spend time with friends and to participate in thrilling stories ? but if they?re detracting from a sense of purpose in my life, then it?s time to prayerfully reconsider my priorities. Video games can become an addiction for some, and it?s right to prayerfully insist that no one?s happiness or wholeness ? qualities that are divinely impelled ? can be taken away by a mindless obsession. Playing games can be a normal, mindful expression of the joy that?s natural to each of us.

I like to think about it this way: To me, video games often offer a feeling of momentum. When I master the basics of a game, I?m often rewarded with more difficult challenges and new in-game abilities. It?s fun to see the relationship between effort and reward. But at times I?ve let that dynamic serve as a substitute for real life. When I?ve felt stuck in a rut socially, professionally, or spiritually, I?ve allowed video games to become a surrogate for a sense of real-life accomplishment.

It doesn?t have to be that way. Each of us has the right to feel spiritual momentum or progress as a result of our relationship with God. His love is permanent and changeless, and our expanding understanding of what that means and of how to apply it brings a sweet sense of progress.

The Bible is filled with passages that illuminate the relationship between God and His creation. A favorite of mine is from Psalms: ?When I consider your heavens, the work of your fingers, the moon and the stars, which you have set in place, what is man that you are mindful of him, the son of man that you care for him?? (8:3, 4, New International Version, 1984). Mary Baker Eddy expanded on this point. In ?Science and Health with Key to the Scriptures,? under the heading ?Indestructible relationship,? she wrote: ?God is the creator of man, and, the divine Principle of man remaining perfect, the divine idea or reflection, man, remains perfect. Man is the expression of God?s being? (p. 470).

There are lessons about God?s creation in video games, just as on TV or in movies. At their best, many games convey a sense of wonder and scale and tell stories with depth and ingenuity. God?s creation reflects His abundance and infinite creativity ? and when I?m playing video games, I try to cherish the aspects that exemplify these qualities. But I also have to make sure I don?t get caught up in a model of humanity that includes needless violence, hatred, or envy.

I still spend a few hours a week playing video games with friends and on my own. But I try to do so with spiritual balance. To the extent that some video games continue to inspire me, to convey a sense of challenge and wonder that I can then bring to my own prayers, then they?re a worthwhile activity. And if they start to take too much of center stage, I know I can prayerfully reconsider where my focus lies.
